Advocacy Through Legislation

Advocacy Through Legislation

Sample Answer

Advocacy Through Legislation

Identify a problem or concern in your state, community, or organization that has the capacity to be advocated through legislation. Research the issue and complete the sections below. For each topic that requires the listing of criteria, a minimum of two criteria should be identified and discussed. Add more rows, as is appropriate for the topic/proposal.

Problem

In no more than 250 words, describe the problem, who is affected, and the current ramifications. Explain the consequences if the issue continues.

One of the significant problems on the rise in Arizona is the continued use of prescription opioids, including pain reliever prescriptions and overdoses. Opioids are a particular group of medicines/drugs that range from synthetic opioids and heroin to pain relievers prescribed legally, including morphine, codeine, oxycodone, and several others. In Arizona, the continued availability and use of these opioids pose significant health challenges to users. One of the major health problems on the rise in the region is deaths associated with the most abused drugs-opioids. According to the National Institute on Drug Abuse (2019), a leading U.S. agency in terms of research on addiction, Arizona has experienced a steady rise in the cases of deaths related to opioid overdose. According to the agency, opioid-involved fatalities have increased by nearly 76 percent since 2013, with as many as 928 cases documented in 2017 alone.

The report estimates that the highest increase occurred among users of synthetic opioids, such as morphine and codeine, rather than natural opiates, such as methadone (especially fentanyl). Similarly, heroine-involved overdose fatalities also surged from 101 to 334 between 2012 and 2017. A similar trend was also witnessed for prescription opioids, with roughly 414 deaths recorded in 2017. Besides overdose deaths, increased opioid use also predisposes pregnant mothers to Neonatal Abstinence Syndrome (NAS) and HIV prevalence in the region, with 12.4 percent of the 778 new HIV infections in Arizona attributed to injection drug use in 2016.

The idea for Addressing Solution
In no more than 250 words, outline your plan for addressing the issue and explain why legislation is the best course for advocacy.
As a nurse, addressing the problem related to the rise of the use of opioids in Arizona, whether prescribed by medical professionals or those illegally used, can take more than just advocacy. Today, nurses have a more prominent role to play in addressing the issue of drug abuse. The first and most common way is working through volunteer or sponsored programs to provide a continuum of care, including promotion, prevention, treatment, and rehabilitation. Promotion strategies primarily aim to create conditions or environments that support the growth of behavioral health as well as the capacity of residents to be resilient. Prevention, on the other hand, is offered prior to the start of the addiction. These interventions aim to prevent or lower the risk of developing an addiction to opioids, such as reducing the supply and prescription of these substances in the region. Treatment is another role nurses can reduce the use of opioids in the area and can assist those already addicted to the use of these substances. Rehabilitation is the final help nurses can use to integrate those people previously treated back into the community.

However, it is essential to note that advocacy through legislation is the most effective way nurses can assist in reducing deaths and other health effects associated with the misuse of opioids in Arizona. Lobbying for better laws can practically change how these substances are prescribed to patients, the supply of these materials, the funding of prevention and treatment programs, and many other things.

Research the Issue

Perform research and compile information for your idea. Present substantive evidence-based findings that support your plan for addressing the problem (studies, research, and reports). Include any similar legislation introduced or passed in other states.

Evidence 1 Providing a continuum of care: Introducing promotion, prevention, treatment, and rehabilitation outreach programs to reduce new cases and assist addicts in recovering from their dependence on opioids is one of the principal measures that can help address the misuse of the drugs as well as the fatalities related to its overdose. A program similar to the Needle/Syringe Exchange Program should be introduced to lower potential STD infections associated with sharing needles among users (Substance Abuse and Mental Health Services Administration, 2016).
Evidence 2 Legislation/Laws: Amending specific laws, such as PDMA (Prescription Drug Marketing Act), can assist lawmakers in introducing a particular article that limits the use and accessibility of prescription drugs, such as opioids, thereby lowering their availability and addiction. Today, the PDMA only creates legal procedures for the effective and safe use of prescription drugs by banning the sale of misbranded, counterfeit, expired, and sub-potent drugs.
Stakeholder Support

Discuss the stakeholders who would support the proposed idea and explain why they would be in support.

Stakeholder(s) Supporting 1 Nurses: They will support the proposed idea because it will limit access to and use of prescription opioids.
Stakeholder(s) Supporting 2 Arizona citizens: They will endorse the law because it will assist in lowering the incidences of new opioid addicts.
Stakeholder Opposition

Discuss the stakeholders who would oppose the proposed idea. Explain why they would be in opposition and how you would prepare to debate or converse about these considerations.

Stakeholder(s) Opposed 1 Opioids addicts: They will oppose the move because it will limit the availability and accessibility of opioids.
Stakeholder(s) Opposed 2 Opioids Vendors/Suppliers: They will oppose the new law because it will destroy their business. Limiting the supply and use of opioids translates to less business activity.
Financial Incentives/Costs

In no more than 250 words, summarize the economic impact for the issue and the idea (added costs, cost savings, increased revenue, etc.). Provided support.

The misuse of opioids and the rise of addicts, including deaths resulting from overdose, pose a severe financial burden to the state of Arizona. Firstly, the increase in people depending on and misusing opioids translates to higher money spent on treating and rehabilitating them. For example, according to a report by the Addiction Center (n.d.), average outpatient detoxification requires between $1,000 and $1,500, whereas one-month inpatient rehabilitation can cost up to $6,000. A report released by the Center on Addiction (n.d.) shows that Arizona is among the few states that spend a considerable chunk of its budget on prevention and rehabilitation. The state uses 11.4 percent of its budget to prevent and treat drug-related disorders. Thereby, a rise in cases of opioid addiction can only result in an added cost to Arizona’s expenditure.

Creating a law that reduces the supply and use of prescription drugs can also translate to lower deaths resulting from opioid overdoses. This can present a substantial economic boost to the state because it will mean the region will preserve its workforce, which is a critical development resource. For example, a specific study by Alkire et al. (2018) revealed that a loss of 8 million people in 2015 could result in an accumulative economic loss of nearly $11.2 trillion between 2015 and 2030.

Legislature: Information Needed and Process for Proposal

Discuss how to advocate for your proposal using legislation. Include the following:

Provide the name and complete contact information for the legislator. Name:

District:

Room:

Email:

Phone:

Describe the steps for how you would present this to your legislator. The first step is presenting the problem (prescription opioid overdose and deaths) to the legislator, the affected population, and the overall impact, including economic and health. This first step is primarily aimed at demonstrating how the problem affects the economy and health outcomes of the state. The second step is to provide legislative solutions to the challenge and ways the new laws can address the abuse and deaths resulting from overdose. This step entails presenting the proposed amendment or new legislation. The last step is offering the benefits of the new law to the state and the people of Arizona, including financial and medical gains.
Outline the process if your legislator chooses to introduce your idea as a bill to Congress.
If the legislator, John, chooses to introduce my idea as a bill to Congress, the following are the likely steps that will be taken. Firstly, John will draft a bill and introduce it for consideration by Congress. The second and third steps involve Committee Action and Floor Action, whereby a selected committee team and House discusses the bill, respectively. The fourth and sixth steps are the voting of House members and Senate and then approval by conferences of both chambers of Congress. The next step is consideration and approval by the president before the bill is signed into law. The last step is creating the law by the Office of Federal Register, which includes assigning a law number.
Christian Principles and Nursing Advocacy

In no more than 250 words, discuss how principles of a Christian worldview lend support to legislative advocacy in health care without bias. Be specific as to how these principles help advocate for inclusiveness and positive health outcomes for all populations, including those more vulnerable, without regard to gender, sexual orientation, culture, race, religion/belief, etc.

Today, there is no question that the Christian worldview tends to highly support advocacy in health care without prejudice and bias. Most of these Christian values often promote positive health outcomes and inclusivity for all people, including those that are vulnerable, without regard to race, sexual orientation, gender, religion, economic background, and many others. The first principles are respect and love for the neighbor. Among the first values proposed by Jesus Christ were love and respect for others, especially neighbors (McKay & Whitehouse, 2015).

These principles support the legislative advocacy for creating laws that respect and appreciate the health of all people, including those who abuse drugs such as opioids. Lobbying for better laws that can improve the well-being of these populations is one of the Christian virtues of showing unbiased love and care, regardless of their medical and mental status.
